Implementing International Carbon Markets

Country Experiences and Strategic Pathways to 2030

This session explores international carbon market implementation under Article 6 of the Paris Agreement, drawing on GGGI’s experience with the Carbon Transaction Facility (CTF), SPAR6C, and related initiatives. It will highlight how knowledge sharing and cooperation have improved host countries’ institutional capacities and technical frameworks for Article 6 of the Paris Agreement.

Case studies and a panel discussion with host and buyer countries will showcase achievements, challenges, and collaboration opportunities. Key lessons from GGGI’s carbon programs will inform future scaling and strategic pathways to 2030, providing actionable insights for advancing ambitious, cooperative climate action.

With nearly 15 years of experience in sustainable finance, Billy has dedicated his career to developing innovative financial products that support the transition to low-carbon and sustainable economies. In his current role as National Coordinator at the Ministry for Green Economy and Environment, he is instrumental in securing climate finance for Zambia, facilitating public-private investments, and promoting a climate-resilient economy.

Previously, he built a strong foundation in banking, holding key positions such as Relationship Manager at Zambia Industrial Commercial Bank, and Head of Transaction Services and Business Development Manager at Zambia National Commercial Bank.

Fenella Aouane
GGGI
Director and Head of Carbon Finance

Fenella Aouane is the Director and Head of Carbon Pricing at GGGI. Fenella’s role as Head of Carbon Pricing, is to create the strategy and vision for how carbon pricing can help countries increase the climate ambition through transactional carbon finance inflows. This involves, coordinating across the organizational network; with other business units and country teams.

Fenella Aouane is the Managing Director of the Carbon Finance Department at the Global Green Growth Institute (GGGI). Her role is to create the strategy and vision for how carbon pricing can be used to help countries access finance and increase their climate ambition through carbon market mechanisms. She leads a team of global experts offering fund management and technical assistance to support governments to implement the required polices to participate in Article 6 based carbon markets, and then transaction support to complete trades with corresponding adjustments as required.

Fenella has over 25 years’ experience in the financial and commodity markets with investment banks and trading houses. As part of the environmental team at Standard Bank, she focused on primary carbon trading under the Kyoto Protocol which included multiple award winning first-to-market transactions, such as securitization of carbon portfolios and the first public/private program of its type to support CDM project pipeline development in Africa. Prior to carbon markets Fenella led teams focused on energy derivatives at Natixis Bank, Cargill and ADM.

Originating from the UK, she has lived in South Africa and South Korea and currently spends her time between London, Luxembourg and Seoul.

Senior Adviser, Norwegian Ministry of Climate and Environment

John Erik Prydz has been working for the Norwegian Ministry of Climate and Environment for 11 years. He covers Norway’s engagement under the Paris Agreement Article 6, Norwegian climate cooperation with the European Union, and overall strategies on fulfillment of Norwegian climate targets. Before joining the Ministry he worked for the United Nations Environment Programme on forests and REDD+ based in Geneva and Nairobi. In the past he has also worked for the Norwegian Ministry of Foreign Affairs, as well as several environmental NGOs.

The Secretary, Ministry of Environment, Kamal Rohitha Uduwawala is a SLAS Special Grade Public Service officer who qualified with B.Sc. (Special) Degree in Physics, University of Peradeniya (1990-1994) and a Master in Organizational Leadership from Monash University, Melbourne, Australia (2007-2008).

His research qualification is the design and construction of a “SIMPLE DIGITAL ELECTRONIC VOTE COUNTER” (No.11054) with the patent granted on 27.02.1997 by the Registrar of Patent and Trademarks.

He was the Secretary, State Ministry of Production, Supply & Regulation of Pharmaceuticals, Additional Secretary, Ministry of the Education, Ministry of Public Administration, Home Affairs, Provincial Councils & Local Government, Ministry of Higher Education, Technology & Innovation. Furthermore, he served as Chairman of the Standing Committee on Accreditation & Quality Assurance (SCAQA) for Higher Education Institutes (2018/2019), and Add. Director General, Department of Management Services, General Treasury.

The overseas programmes he was designated as a delegate to visit Illinois University and Chicago University in USA to study the process of Tech Transfer & Commercialization in 2024, and to study Commercialization of Research outputs under Tech Transfer Programm, CLDP, USA and National Information Centre (CIMEA) Reco Asia Project, Rome, Italy, JICA counterpart training for Research & Education Capacity Improvement in Dry Zone Agriculture, Tokyo, Japan in 2023, South Asia Higher Education Symposium for New Regional Approaches, Istanbul, Turkey in 2019, National Government Administration for Senior Officials, JICA, Tokyo, Japan in 2014.

The recent overseas programmes he attended in 2025 are the GCF Direct Access Learning Exchange Study Tour in South Africa, the High Level Segment of BRS Conventions in Geneva, Switzerland, the Informal In-person HoD meeting (INC) in Nairobi, Kenya, and the 5th Session of the International Negotiation Committee on Plastic Pollution, Including in the Marine Environment in Geneva, Switzerland.
