Setting the Building Blocks for Long-term Climate Actions: the Creation of MRV System

Overview:

Transparency is a key pillar to achieve the aims of Paris Climate Agreement. Comprehensive data and information systems are needed to support and advance climate action, particularly for developing countries and emerging economies. By having sound transparency systems in place, countries across the world will be able to better design, implement and track their Nationally Determined Contributions (NDCs) or long-term strategies, essential to fulfilling the requirements of the Paris Agreement and achieving the UN Sustainable Development Goals (SDGs).

However, transparency around measuring and reporting climate actions remains as one of the biggest challenges for many countries as we enter COP27. With increasingly large pledges from governments, such as 2030 emission reduction and adaptation pledges and long-term net zero commitments, we need to make sure that these are measured, and countries are held accountable for their pledges. Countries are working towards developing their long-term low emission development strategies (LT-LEDS) and need robust transparency systems to make coherent projections and informed choices towards the development trajectories they would intend to follow.

In this session, the panelists will present on the reporting requirements coming into 2024, the progress achieved in building these transparency systems, and the work yet to be done. The UNFCCC Secretariat will first update on the progress achieved and required in implementing the enhanced transparency framework requirements of the Paris Agreement across the countries. GGGI will then share its lessons learnt from developing the transparency systems in Burkina Faso. Gauss International will highlight the gaps in building these MRV systems and how strong institutional arrangements can benefit the decision-making processes. GGGI will return with showcasing the benefits of deploying integrated MRV systems to meet multiple reporting systems.
